Why the delay in deporting Franklin?

Dear Editor, Can the Immigration Office answer a few simple questions? 

What permit or visa does Mark Franklin have that allows him to continue to live in the Cook Islands?

Surely, the work permit issued to him under the Police Department has been cancelled a long time ago. Is he living here under an extended visitor permit; If so how does Immigration justify issuing such a permit? Or any other permit?
