Police spokesperson Trevor Pitt said the 25-year-old was processed on Tuesday night and was on a holding charge.
Pitt says investigations into this matter are continuing as further information is being sought.
He could not release more information on the investigation.
The accused is expected to appear in court this morning.
It is understood that two men were on a motorbike and crashed at a side road intersection.
The deceased suffered a severe injury causing death. Police earlier said high speed was a major factor in the crash.
This was the second road fatality for the year.
The first road fatality for 2023 was recorded in April when a 48-year-old died in a motor vehicle crash, also in Titikaveka.
