Cook Islands co-captain Esan Marsters, speaking to BBC Two at halftime, said: “We always knew it was going to be tough. Full credit to Wales but ball security from us has been a massive problem.”
The Cook Islands face Tonga and Papua New Guinea in their remaining group games. In the other Group D game, Tonga edged past Papua New Guinea 24-18.
