Why is the border closed to NZ citizens prior to the repeated delayed quarantine free bubble? I ask as I was amongst a presumably small number of NZ citizens who were happy to come to the Cooks since mid last year even whilst NZ MIQ was in place even if only for long term tourists. That will have allowed some tourism economic activity. Even now I ask why can't NZ tourists be treated the same as Cooks citizens, permanent residents and approved work permit holders i.e. come so long as a Cooks approved negative test is made in advance? that would be less risky than an open bubble to NZ
