Immigration to launch new online visa and permit application system in January 2025

The Ministry of Foreign Affairs and Immigration (MFAI) is pleased to announce the upcoming launch of its new online visa and permit application system, marking a significant milestone in the ongoing modernisation of immigration services in the Cook Islands.

Developed in collaboration with the United Nations Conference on Trade and Development (UNCTAD) with funding support from the Government of New Zealand, the system will go live on Monday, January 6, 2025.

According to a statement, the online application system represents the second module of ASYPX, MFAI’s electronic border management platform, and transitions from traditional paper-based applications to a streamlined digital process.

MFAI principal immigration officer Chere Arthur highlighted its advantages, stating: “This system offers an enhanced user experience, allowing applicants to submit sponsorship and visa applications with ease. It will also provide MFAI with improved reporting and analysis capabilities, which will inform policy considerations related to immigration trends relevant to tourism, labour, law enforcement, foreign investment, health, education, and infrastructure.”

Over recent months, the system has undergone several testing phases. Initial in-house testing by immigration officers was followed by stakeholder testing in September 2024, involving participants from both the public and private sectors. These sessions provided valuable feedback to refine the platform further, MFAI said.

Preparations leading up to the launch include a final stakeholder session hosted by Cook Islands Immigration to review the system and its features. Additionally, the Ministry will launch an online awareness campaign featuring FAQs and instructional videos to assist users in navigating the platform. Subject matter experts will also be available for troubleshooting once the system is live.

“It is important to note that in-person appointments with Cook Islands Immigration will continue as usual. While the use of the online system is voluntary, the Ministry anticipates that over time, fewer in-person appointments will be necessary as the online platform becomes the primary avenue for visa and permit application submissions.,” MFAI said.

“Applications currently submitted via email will be redirected to the online platform for submission and fee payment.

“Cook Islands Immigration will assist current sponsors in registering their user details for the online system, including the submission of their sponsorship applications. Sponsors will be contacted with instructions in due course.”
