Cook Islands, led by Tingika Elikana, Minister of Foreign Affairs and Immigration, attended the 81st Session of the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) from 21 to 25 April 2025 in Bangkok, Thailand.

This year’s session focused on “Regional Cooperation for Resilient and Sustainable Urban Development in Asia and the Pacific.”

Supported by Tatryanna Utanga, Foreign Service Officer, the delegation participated in ministerial meetings, thematic discussions, bilateral engagements and side events.

The team underscored the need for tailored development strategies and enhanced cooperation to address the unique challenges faced by small island developing states (SIDS).

During the ministerial segment, Minister Elikana delivered a national statement, showcasing the Cook Islands’ leadership on sustainable ocean management through Marae Moana, the nation’s flagship marine protection initiative.

He emphasised the critical importance of nature-based solutions, integrated digital transformation, and infrastructure capable of withstanding climate impacts-essential for safeguarding the social and ecological wellbeing of Pacific peoples.

Elikana also spotlighted national efforts to enhance disaster preparedness, foster equitable urban development, and strengthen education systems through culturally grounded digital platforms.

Drawing from the country’s 60-year journey of self-governance, Minister Elikana called for renewed investment in building future-ready communities, urging the international community to support SIDS through increased climate financing, technical cooperation, and inclusive policy platforms.

During a bilateral meeting with UNESCAP Executive Secretary Armida Salsiah Alisjahbana, the Minister raised key national development priorities, including expanded access to early warning systems, digital education, and infrastructure support for both urban hubs and outer island communities. This engagement served to deepen strategic partnerships and ensure that SIDS concerns are reflected in regional programming.

On 23 April, Minister Elikana gave a keynote speech at the “Urban Resilience and Nature” side event, where he discussed the use of green infrastructure, mangrove restoration, and community-led approaches to climate adaptation.

He reiterated the Pacific’s call for SIDS-specific financing mechanisms and emphasised the value of traditional knowledge in designing solutions that are both effective and culturally grounded.

The Cook Islands delegation also supported key resolutions on digital inclusion, water and climate cooperation, and sustainable urban planning-aligning national priorities with the UN 2030 Agenda, the Paris Agreement, the New Urban Agenda, and the 2050 Strategy for the Blue Pacific Continent.

Participation in the 81st UNESCAP Session underscores the Cook Islands’ role as a proactive and values-driven Pacific voice, committed to advancing environmental stewardship, people-centered development, and collective action on global challenges. The Government remains steadfast in ensuring its people and future generations benefit from inclusive, sustainable, and resilient development outcomes.
