The project, proposed by applicants Pavo and Tara Mustonen, seeks to establish a residential dwelling and sloping driveway on a moderately to steeply sloped site at Maii Heights, located on Maii Pt Sec 12C.
Due to its potential for significant environmental impact, the development has been classified as a Tier 3 project – the highest level of environmental scrutiny under NES regulations.
The Environmental Impact Assessment (EIA) report submitted for the project outlines various aspects of the development, including the engineering measures to stabilise the land, improve site drainage, and control erosion.
The report also addresses emergency response requirements, infrastructure needs, and strategies for managing potential risks related to land use, waste, and hazards.
NES manager of environmental compliance, Vavia Tangatataia, is encouraging public involvement and feedback.
“As part of NES’s new communication strategy, we are pleased to share EIA applications through multiple media channels to reach our community,” said Tangatataia.
“Public consultation is essential in fulfilling our mandate to protect the environment, and we encourage community members to engage in this process.”
An Environmental Management Plan (EMP) has been included in the EIA, detailing how adverse environmental effects will be minimised throughout the life of the project.
The EMP also sets out monitoring and compliance measures to ensure environmental safeguards are followed.
Members of the public can access the full EIA report on the NES website or view a hard copy at the NES office in Tupapa. NES will also provide updates via its Facebook page, e-newsletter, and print media.
“EIA report for the Maii Residential Hillside Development Project is open for public consultation. Have your say! Review the EIA report and submit your feedback by 5th May 2025. Submissions are welcome in both Cook Islands Māori and English,” NES stated.
