If officials have been working on this since April with no apparent progress then maybe they need help? However no help from PM Brown as the reduced trust has happened since he has been in power! We do not need apologies from both sides just from Cook Island who have created the problem. Yes the agreement with China is not the issue ir was the secret way it was created with no discussion or communication with NZ or with the Cook Island people!
