Police spokesman Trevor Pitt confirmed that this began last Monday.
Pitt said the cards were cleared from the Customs Authority and are now being issued at the Police Licensing Office.
Those who were issued the paper licenses will soon receive their cards through the post if they paid $20 with a small postage fee.
Those drivers who took this option will be required to carry their receipt as proof of license if demanded by the Police at any time.
The normal testing fees and process remains in place.
For those who paid $2.50 for the paper card, this is valid for a year.
