Kiwi company gets TMV contract

The ‘detailed design’ contract for Rarotonga’s water project Te Mato Vai has been awarded to GHD (NZ Ltd), part of an international engineering, architecture and environmental consulting company.

Te Mato Vai project manager Latu Kupa says GHD won the public tender and their seven month contract was signed on June 12.

“Stage one is already underway for construction of the ring main pipeline constructed by CCECC. The detailed design will include interfacing mechanisms between stage two and stage one like connection components between the trunk mains and the new ring mains.”

Kupa says the design process should be completed by January 2015, and the detailed design team will mainly focus on stage two of the project.

GHD will be working with a number of locals to carry out the investigations and detailed designs for Te Mato Vai stage two including the rehabilitation of water intakes, access roads, delivery pipelines, water treatment and reservoirs.

GHD Project Manager Evan Mayson says, “As team leader for the GHD design team for the Te Mato Vai project I am really looking forward to working with our locally based design team members, Infrastructure Cook Islands, MFEM and representatives from the Governments of New Zealand and China in designing the upgraded water system for Rarotonga.” 

The local team members are Deputy Team Leader Sam Napa Tauei, Surveyor Metuatai Cummings, Local Negotiator/Advisor Ngamau Tou, and Environmental Specialist Teariki Rongo.

“Our New Zealand based technical team members will be introducing best practice in engineering design and technology to this project.  We have a number of local people who are part of our team and, as much as possible, we will have our designs peer reviewed by local water supply people, such as ICI, the local engineers’ association and other stakeholders who have relevant knowledge, experience and expertise.

“The project’s aim is to build local industry capability here in the Cook Islands through involvement in Te Mato Vai design and construction.  This is essential to the design, construction and operation of a practical, affordable and sustainable water supply system – one which can be managed and operated successfully well into the future by the people of Rarotonga,” says Mayson.

GHD Project Director Steve Carne adds, “The reliable provision of safe potable water is essential for any community. It is not only an important step in supporting economic growth but also aims to improve health and social wellbeing.  We are committed to working with the Cook Islands Government to achieve their goals under the National Sustainable Development Plan, which recognises infrastructure as central to improving livelihood opportunities.”

GHD is already working in the Cook Islands for the Cook Islands Airport Authority (CIAA), on a project funded by the European Investment Bank providing strategic planning and business advice on airport development. 

Te Mato Vai is a multi-million dollar project which will replace Rarotonga’s aging water infrastructure by 2016/17. Government leads the trilateral partnership combining the efforts of China, New Zealand and the Cook Islands in the single largest infrastructure project for the country to date.

Deputy Team Leader Sam Napa Tauei says, “We are so happy that four local experts have been recognised by an international company to help with the detailed design.  GHD’s approach to each of us confirms that we do have the local expertise to design our water system.  GHD is definitely leading the way of ‘Go Local’.”

The detailed design phase includes hydraulic modelling of the current water system; design of treatment and storage facilities, rehabilitation of water intakes, access roads, and trunk mains; water metering for domestic and commercial properties; and specifications for the construction contract tenders.– Release
