The daylong workshop was to discuss the specifics of the PEARL programme and explain to the participants its various components and results framework.
PEARL Project Management Unit (PMU) coordinator Melina Tuiravakai said the main objective of the workshop was to brief stakeholders on the objectives, strategies and expected outputs and outcomes of the project.
Tuiravakai said the workshop gave an opportunity for the stakeholders and partners to discuss and provide input on the proposed work plan, and identify their roles in undertaking the various tasks.
The objective of the $3 million PEARL programme is to build and implement an integrated approach to increase the adaptive capacity of remote island communities and ecosystems to deal with disaster risk and climate change impacts.
PEARL’s national programme manager, Mani Mate said the project consists of three components.
Component one involves strengthening disaster risk governance to manage disaster risk and enhancing disaster preparedness for effective response in recovery, rehabilitation and reconstruction.
Integrated water security management planning and implementation is the second component, while component three involves revitalising agricultural production systems to strengthen island food sources and livelihoods in the Pa Enua (outer islands).
“There is a lot of work to do on the outer islands and this (inception workshop) is the start to those things that we are planning to execute on these islands,” Mate said.
He said they were now planning to hold national workshop in the various outer islands in February, 2019.
In these workshops, participants would be able to meet with other stakeholders who are directly involved with the programme, Mate added.
PEARL is a first in the Pacific region as it was approved for implementation through a national implementing entity, the Ministry of Finance and Economic Management (MFEM).
MFEM on behalf of government is the accredited National Implementation Entity (NIE) for the international environment funding mechanism, the Adaptation Fund.
Adaptation Fund’s NIE functions are managed by Development Coordination Division, a division within MFEM, as government’s preferred operational focal point for all official development assistance to the Cook Islands.
The executing agency for the project will be the Project Management Unit (PMU) that has been established in the Climate Change Cook Islands Division of the Office of the Prime Minister (OPM).
The PMU will oversee the project execution, supporting the individual agencies that will execute each component.
